Update maven download URL in OCI Basic Setup

The OCI Basic Setup labs include this command to download maven binaries:

```
curl -O https://dlcdn.apache.org/maven/maven-3/3.9.9/binaries/apache-maven-3.9.9-bin.tar.gz
```

It results in 404.

We should update it to 

```
curl -O https://dlcdn.apache.org/maven/maven-3/3.9.10/binaries/apache-maven-3.9.10-bin.tar.gz
```
