helidon-data-sql-testing should not be deployed

Problem Description

We are deploying helidon-data-sql-testing:

https://repo1.maven.org/maven2/io/helidon/data/sql/helidon-data-sql-testing/

It is used by data/tests

This is internal testing infrastructure and should not be deployed. At a minimum we should add <maven.deploy.skip>true</maven.deploy.skip>

But even better would be to move the module to helidon/tests
