Often test the latest system or software development version to test, it will be too troublesome to re-download and re-install often.
In addition, if the complete language pack is plugged on the ISO at one time, the image file will be very large, so using a software update to install the complete language pack can also update the software language in the system from time to time.

Added Software Update as the upgrade path for system and software or development version.

The Software Update of Mac OS has the system and software update function
On the other hand, Ubuntu Update adds icons to the update items. It is intuitive to know which software to upgrade, but the update functions of the system and software are separated.
