Allow releasing to a different repository

We have a private repository and we want to publish the Helm chart only to a different public repository.

Right now, the owner and the repo are being set from the $GITHUB_REPOSITORY environment variable, which cannot be overridden - https://docs.github.com/en/actions/learn-github-actions/variables#default-environment-variables
Also this setting does not allow to set the owner and the repo using the optional config.yaml (cr prefers the given argument and not the yaml value).

Could you please provide an update on the status of this issue? A fix has already been implemented in PR #195 and is ready for merge.

This issue is currently blocking our team from using the upstream version, forcing us to maintain a forked version which prevents us from receiving upstream updates

@dvdlevanon-miggo I opened the issue and implemented the PR a while ago - waiting for approval from the maintainers of this...
so if you know who is supposed to approve, i would be happy that you would tag them :)
