Re-raise non-syntax-based expression errors as interface errors

See e.g. #199 . Errors should be shown through the interface (our toasts) rather than embedded in the HTML, UNLESS they have useful feedback that helps a user correct what they've written. Most basically, syntax errors should be distinguished from issues with requests.

Implemented and debugging.

With console logging, it seems like we are throwing an error but not registering it.

The first log comes from checking if the expression and serverURL is valid in specComponent.

The second log comes from the Herbie API call in herbiejs.ts

It seems like both of these logs shouldn't happen at the same time. Will need to hack some more to figure it out.
