Trouble with `tzdata-legacy`

Adding the tzdata-legacy to the Aptfile results in what looks like a successful installation. However, since this buildpack installs the package in a non-standard location, (e.g. /app/.apt/usr/share rather than /usr/share), other linux tools won't find the legacy timezones added by this package.
