[FR] Proxy Server List Enhancements: Removal of Non-Responsive Servers and Export by Latency (ms)

### Feature description

I wish you could add options to the proxy servers list that allow removing and deleting inactive proxy servers that never connect, as well as adding export of servers sorted by latency in milliseconds for the proxy servers.
