Per-server timeout setting for the connection

Hi,

I frequently run out of mobile data for the month at my location and I am being throttled to 48kbps for the rest of the month. I am still able to get notifications from that HA instance and send sensor updates (i.e. owntracks GPS position) to it, but I can not connect to the server because the connection times out.

I'd be nice to have a per-server setting exposed to be able to control that. I can't imagine the data amount that has to be streamed is very large, so I can live with a slow page loading speed vs. being unable to access the instance at all.
