Animate width transition between state when header is clicked (or an alternative if we find one over clicking the title)

Additional context

Previously implemented in a commit which was removed for the initial PR for #27143

This should be done alongside the changes for more-info-dialog

• Migrate ha-icon-picker to ha-picker-combo-box #27671 is needed before this can be done
• https://github.com/home-assistant/frontend/tree/ha-wa-dialog-more-info has dialog migration changes ready. Once Migrate ha-icon-picker to ha-picker-combo-box #27671, and the initial view transition PR is merged, we can add the view transition on width change to ha-wa-dialog
