[Proposal] Official Elastic participation in the vscode-elastic project

I lead the Developer Tools Team at Elastic, and wanted to reach out to ask about the status of this project. Looking at the commit history and the code, it seems that you haven't done so much work recently, but we are currently exploring IDE plugins as an area to support officially, so projects like yours give a great base to refresh and build upon.
