Invoice expiry locked to 10 minutes

Regardless of the expiration settings it seems generated invoices are locked to 10 minutes?

Repro:
Clean install.
Confirm default expiration set to 3600 secs. in Settings.
Generate an invoice
=> Invoice defaults to 10m expiration with no obvious way to change that.
