Add a specific metric for RAPL psys domain, when available

Problem

Psys domain is available on some recent architectures. Its coverage seems different depending on the hardware/cpu. Graphing psys might give us very useful insights.

Solution

Add a metric like (scaph_domain ?) with a specific label for psys, when available on the machine.
