[HANDS-ON BUG] evaluate_and_submit no longer in huggingface_sb3 #679

Describe the bug
I successfully trained and uploaded a PPO agent for LunarLander.
The model is public on HuggingFace Hub, but it does not appear in the
"Check my progress" tab of the course.
The function evaluate_and_submit() is missing from huggingface_sb3,
so there is no way to submit to the course backend anymore.
