Your version of Python is 3.9 as mentioned here

3.9.2 (default, Mar 20 2025, 02:07:39)

Since 2025.01 the baseline was moved to Python 3.10. You can either upgrade (or recompile) your GDB to use a more modern version, or use any GEF version up to (included) 2024.06.

You can very use the "Discussions" on Github too. Issues are for, well, issues as in bugs. Not installation problems.

GEF is a GDB extension, so all you need is to download the gef.py file of the version you want and then source it in GDB.
