Fetch stations and stops from iRail stations

Suggesting from Stefan (OpenGeo):

Do a crowdsourcing effort to get the platform locations accurate (and fix OSM that routing is done correctly, at Citymapper or PlannerStack people must be able to motivate some people to help out).
The problem with locations of the platforms is adressed here.

The script 1-stops.txt.php needs to be changed to fetch stations.csv and stops.csv from the iRail stations repo, instead of scraping stops of the NMBS website. This way we can also provide platform locations.
