Sticky notifications not working

Description

Sticky notifications only stick in the first hour or two. After that, swiping them off will permanently remove them from the notification panel and no longer sticks.

Steps to reproduce

1. Go to notification panel 2-3 hours after notification originally popped up.
2. Swipe away notification.
3. See error
