ci: add softprops/action-gh-release@v1 to allowlist

Hey @cpcloud! Hope you're well. Raising an issue here since I assume you monitor it more than IbisML.

I was releasing an update to IbisML with a quick fix from @IndexSeek, but I ran into an error publishing the GitHub package: https://github.com/ibis-project/ibis-ml/actions/runs/16333613250/job/46141355993

(Release to PyPI was successful.)

I assume there may be some allowlist of actions, since the error message indicates there are a number of explicitly-allowed ones; can you add softprops/action-gh-release@v1 and I can try to rerun the failed step?
