Move IBPSA.Fluid.BaseClasses.ActuatorFilter to the Obsolete package

This issue is to address:

I think we can move the IBPSA.Fluid.BaseClasses.ActuatorFilter model to the Obsolete package (including IBPSA.Fluid.BaseClasses.Validation.ActuatorFilter) as it is not used for any of the IBPSA models? Or would we keep it if other libraries use it?
