Add actuator type tagging in signal exchange read block

This issue is to update the read signal exchange blocks IBPSA.Utilities.IO.SignalExchange.Read with new actuator tags for the actuator travel KPI calculation in BOPTEST (ibpsa/project1-boptest#797).
