Add reference to julia API package to README

Stemming from this discussion (#696), add reference to the root readme under the section "Additional Software" to a julia package developed as an interface to BOPTEST. It is BOPTestAPI.jl, developed by @bertrandkerres, and with documentation here https://terion-io.github.io/BOPTestAPI.jl/stable/.
