BACnet interface add units to points

This issue is to expand the test cases BACnet points with the same units they have in the http interface. To do this we need to:

• Add unit information to each point in the test cases' bacnet.ttl file.
• Add a complete unit mapping dictionary between BOPTEST units and BACpypes in the script bacnet/BopTestProxy.py script.
