Support LDAP integration with project membership #521

The new user experience in Ibutsu can be tiresome, as people need to be manually added to projects after they log in.
- Add a hook to the new user DB entry that occurs on keycloak login
- Add project configuration field for LDAP query
- Iterate through projects with queries to determine membership for new user
This would provide new users with immediate project access on their first login, and provides lower admin overhead for managing users.
