add loading animation and a string displaying the deployed commit and branch #10

Hello team!
to improve the frontend I suggest the following features
- a string in the top right showing the branch and commit that is currently deployed on production
- an animation (loading animation) something simple for when data is being fetch, for example when selecting cosmos the proposals are being fetch from smart contracts on chain, it takes a couple second for the UI to update and show the proposals so you first think that there are no proposals when in fact is still fetching
