Static step when using HHT integration

## Bug Description
Jitters in acceleration when non-zero alpha is used with static initialization. Described [here](https://groups.google.com/g/mastodon-users/c/wc_tCk4yXcs)

## Impact
Produces noise in the static step when damping is used.
