Patch due to SCM update

Reason

• Increase relative tolerance of test due to Clean up of the full-monolithic/implicit method moose#31500
• Remove unused parameter from VTB input file

issue reopened because additional change in the SCM Pr (removal of the fulll-monolithic solve) breaks VTB tests. We need to edit the test input files to remove unused parameter.
