What CSS class or setting would I remove to show link hover at normal speed?

It looks to me like there's a effect applied to link hover. ? Like a fade-in or ease-in. Here's a screen recording I made showing another website of mine vs. my site with Hextra.

I'd like to customize the template to remove the slow-down effect. (Is it an effect? If not, any idea why it's slow to track the mouse?)
