Re-enable vicinity layer

The vicinity layer has been disabled due to issues in poldercast, re-enable it when primetype/poldercast#36 lands

I was waiting for an official release which is yet to be published actually, as we don't have a real need for it right now. If it does not get released in time for when we will need it a commit reference will work, but I would rather avoid it for now
