Dongle unpaired mode

When the dongle is connected the OS recognizes it as a connected controller (with keyboard, mouse, and xinput interfaces).

If there is no wireless controller paired with the dongle, the dongle should switch to an state in which all the USB interfaces are disabled, but it is still receiving wireless communication.
