The ATS structure does not correspond to the groups specified by the View Services Technical Guide or the OGC implementation documents.

Where has it been defined that there should be a new "Layer-Metadata" group and be considered as a conformance class?

The documents that are taken as reference for the preparation of the ATS are:

TG VS | Technical Guidance for the implementation of INSPIRE View Services 3.11
WMS | OpenGIS Web Map Service (WMS) Implementation Specification, version 1.3.0
WMTS | OpenGIS® Web Map Tile Service Implementation Standard version 1.0.0

And none of these documents refers to this group "Layer-Metadata".

[2017.4 meeting 2018-04-19] The "Layer metadata" conformance class is indeed not consistent with the approach used for other TGs (e.g. download service - WFS) and may not be needed. The JRC contractor will review the view service TG and ATS and make a proposal for a restructuring (in a dedicated branch). The proposal will be discussed in the next sub-group meeting.

This has been implemented in the ATS revision for view services. So the issue can be closed.
