[Dev] Footer with Select button positioned at page bottom rather than sticky, requiring excessive scrolling

The UI currently positions the footer containing the crucial "Select" button at the bottom of the page instead of making it sticky. This forces users to scroll down through potentially lengthy documents to confirm their selections.

A sticky footer would keep the Select button visible and accessible at all times, eliminating unnecessary scrolling.
