Body of the issue

Ref: #4558

Needs a manual workflow which performs the following steps:

• Extract pending release notes from github API
• Compile into a file and commit into the /docs/release-notes directory
• Perform actual release step

This would ensure that the release notes are included and shipped with the product itself.
