💪 [Enhancement]: Make linking to Private DNS zones optional

Description

For some Enterprise customers, they do not want us touching their DNS. Meaning we can deploy the private endpoints, but then the private DNS zone linking gets handled by Azure Policies.
They are using shared private DNS zone in their hub, and they will not under any circumstances give us access to this.

Additional context

Currently I have commented out the deployments of the "privateDnsZoneGroups" in the azuredeploy-vnet.bicep template.
