Ingest of new contributors

It doesn't look like all contributors are represented in the dashboard's data model. The issue below shows up in the Slow Responses tab of the dashboard:

The linked PR is here - it has a response from romanb, a contributor to rust-libp2p, within a day, so it probably shouldn't be in Slow Responses. romanb does not appear in the contributors table in the data model (incidentally, nor the contributor who opened the PR, who is a member of the libp2p org).

We should probably try to track all these contributors based on their status per each repo, and just flag them as non-PL using the core field.

Hi there, saw the link to this issue on libp2p/rust-libp2p#1880.

In case this is of some help both of us (Roman and me) are maintainers of rust-libp2p project. Both of us have edit rights.
