Add version compatibility checking tests

IREE sometimes (rarely) makes breaking changes between the compiler and runtime. We should have some tests verifying that we continue to support older .vmfb files for as long as we claim to support them.

We could check in (regular git or git LFS) .vmfb files for simple models with a note about when they were generated and what version(s) they include of different data streams.
