[bindings] Expose scaled contract matchers in python bindings

We require certain functions that are currently in [MatchUtils.cpp](https://github.com/iree-org/iree/blob/74ee8f2e10f1f20c534751ee275b29f073cae2df/compiler/src/iree/compiler/Dialect/LinalgExt/Utils/MatchUtils.cpp) to be exposed in IREE python bindings so that python-based tuners may access them.
