[Test Case][Governing bodies][Announcement] Verify that the user can edit the announcement

Description: The user (Супер адмін/Крайовий) can edit the announcement in the 'Оголошення' section on the governing bodies

Preconditions
Go to https://eplast.westeurope.cloudapp.azure.com/
The announcements are on the "Оголошення" section

Test steps
1.Log into the system as a Admin(Супер адмін)
2.Click on 'Крайовий провід пласту' button.
3.Click on one item of governing bodies
4.Click on the "Більше" button in the 'Оголошення' section.
5.Click on '...' button on the right top corner of the announcement.
6. Select 'Редагувати' option.
7. Enter new value for 'Тема оголошення' field.
8. Enter new value for 'Текст оголошення' field.
9.Click on 'Upload' button.
10.Click on 'Зберегти' button.
11. Repeat the same steps with user account (Крайовий).

Expected results:
Step 4. The 'Оголошення' page is opened.
Step 5. The context menu is opened.
Step 6. 'Редагувати оголошення' pop-up window is opened in the right side of the page.
Step 10. 1)A system will display a notification: "Оголошення змінено".
2)The edited announcement is displayed on the page.
