When it detects a server like pufferfish and the plugins added from modrinth for example when I try to install Custom f3 Brand and I am on 1.21.11 and pufferfish fall back to paper if a version isn’t available for the specific type and if there is no paper fall back to spigot as allow setting up a plugin made for 1.21.10 on 1.21.11
