[Docsy] SEO: mark non-latest docs as noindex nofollow?

If I Google search "jaeger configuration tracing", the first hit I get from this website is:

• https://www.jaegertracing.io/docs/2.0/configuration/

Ideally we want it to be over the latest docs. One way to help achieve this would be to set the non-latest pages to noindex and nofollow.
