jtracer from jaeger-v2 should be removed

In the Jaeger-V2 codebase we use jtracer as the OTEL collector earlier did not initialize the tracer.

But as of now the respective github issue seems to be completed
open-telemetry/opentelemetry-collector#7532

So it seems fair to remove jtracer so as not to trace the service twice.
