[clickhouse] Implement Trace Writer (Exporter) For ClickHouse Storage

Implement the [tracestore.Writer](https://github.com/jaegertracing/jaeger/blob/main/internal/storage/v2/api/tracestore/writer.go#L18) interface in the ClickHouse storage backend to allow traces to be pushed to a ClickHouse database.
