Duplicate filenames causing trouble

Job 278204, a full rerun of receiver SG-3214BBBK6103, failed with the message:
"Error in rsqlite_bind_rows(res@ptr, params): UNIQUE constraint failed: files.name"

Possibly related to #89 and #248.

I attempted full reruns of SG-3215BBBK6103 and SG-0517BBBK1111 yesterday, job IDs 327899 and 327937 respectively, but both errored out. The receivers turned up at the top of a query to search for batches containing 2017-2018 data which had not been rerun for a long time, to point me towards receivers which are likely to have detections of tags which were registered late.

I attempted full reruns instead of normal reruns because both these receivers have repo/db file-count mismatches across big blocks of dates.
