Support for "dumb" remote access

This is probably a matter of implementing a DumbRemoteRepo that implements enough of the API to support fetch_pack.

Needs a custom object store implementation that just reads a generated pack info file.

@jelmer we are hitting this quite a lot. Did that initial implementation ever turn into something more mergeable?

Not much progress unfortunately. Where are you hitting this? Dumb repos are fairly rare nowadays.

There's plenty of self-hosting projects using dumb repos including gpgme, libnftl and various others.

Sure, it's by far minority of total projects we package but still significant enough for this feature to be relevant.
