Ability to generate the RPM repository inside the packaging container instead on the remote pkg VM #245

- Upgrade to Ubuntu 22.04 build container jenkinsci/packaging#317 (comment)
- https://github.com/jenkins-infra/docker-packaging/pull/40/files#submit-review which removes the uneeded in the packaging for now
The goal is to get rid of the dependency to the remote machine: we would want to allow pacakging to happens in the agent based on the "docker-packaging" environements.
