Create AI `rules.md` for GetX Projects

With the major improvements to AI coding agents, providing them rules/guidance that creates reproducible outcomes becomes more and more important. I recently read an article where they shared a rules.md for Flutter AI coding agents, and it got me thinking. Why not have one for GetX projects?
