[Bug]: Docker for Mac ends up in "Always-Hidden Section" over time

Description

For whatever reason, the "Docker for Mac" app's icon ends up in the Always-Hidden section even though I manually moved it to the Always Visible section probably for the 10th time over the past year or so. I can't explain why this keeps happening.

Steps to Reproduce

1. Install Docker for Mac + make it launch on startup
2. Move it to Always Visible section on Ice
3. Wait days/weeks/months (not sure how long)
4. it'll probably end up in Always-Hidden section over time

App Version

0.11.12

macOS Version

15.7.1

Additional Information

This has been going on for a really long time (I installed Ice ~almost a year ago) so this survived multiple Ice versions / macOS versions.
