Reverse function for @csv/@tsv

It would be great to have reverse function for @csv to read CSV file line by line
(just as analog of @base64d)

example of use:

$ echo '"age","city","name"
"Alice","30","New York"
"Bob","25","San Francisco"
"Charlie","35","Los Angeles"' | jq -cRn 'inputs | @csvd'
["age","city","name"]
["Alice","30","New York"]
["Bob","25","San Francisco"]
["Charlie","35","Los Angeles"]

problem is that with JQ function quite hard to parse escaped string (when some of CVS columns have quotes and escaped quites and commas ...

example of such bad "parser" - (if columns will have comma inside - it will fail)

$ cat cvs2jsonflow

  def tonumberq: tonumber? // .;
