How do I enable Jq command line with Windows XP

What is the step by step process to make Jq functional on a Windows XP OS?

It currently isn't possible, because 1. the compiler/linker used links to the native C runtime, but also uses functions that weren't supported in the version of msvcrt in XP. I reported this in #3385

2. It could work if you compiled it with Visual Studio with an xp_mode target selected, but it seems like the code doesn't compile with VS.
