Relax duplicate probe deletion requirements

In #575, we added a condition that both the user and the country must match because of suspected issues with anycast IPs, but it creates a problem when the probe moves between countries due to geo IP updates. We have also added checks when alt IPs are being registered, so I think the country match requirement (for duplicate checks only) can be removed.
