`force_latest_compatible_version` not being enforced

Hi -- not sure if this is the right repo to post this, but I just noticed that a CompatHelper PR (disregard the unrelated CI errors) ran with an older version of the pkg that it's supposed to be bumping. ForwardDiff ahould be at version 1, but it is actually at 0.10.38.. This is in spite of the fact that the runtest action correctly detects the PR to be from CompatHelper.

How can I prevent this from happening in the future?

Ah, so this might be caused by Pkg not enforcing this for weakdeps...
