Detect if no depot and recommend julia-actions/cache #89
Description
After julia-actions/cache#71 and particularly once julia 1.11 lands, julia-actions/cache will become a lot more powerful in speeding up CI.
I think we should noisily suggest users use it, if julia-runtest detects an empty depot.
